Employment of Syrians Under Temporary Protection Status in Turkey and Their Access to Labour Market

International mobility which is one of the agenda items of Post-2015 UN Development Agenda continues to be one of the most important topics for the states. In line with this, the identification of “migration” as a specific subject in the 10th Development Plan of Turkey reveals the importance of this subject for Turkey’s political will.

Since the beginning of the internal conflicts in Syria, Turkey has implemented an “open door” policy for Syrians. In this context, Turkey provides “temporary protection” to Syrian nationals by meeting the key requirements of temporary protection as defined in international laws and practices. With the aims of preventing informal employment of Syrians who are under temporary protection and ensuring the Syrians’ access to the labour market with “decent job”, in January, 2016 Regulation of Work Permits of the Foreigners Under Temporary Protection was enacted and labour market access of Syrians has become possible. Also the  Working Group on Economy and Labour Force under the coordination of the Prime Ministry of Republic of Turkey is conducting studies to increase the employability of Syrians under Temporary Protection via mapping their qualifications and skills, providing vocational rehabilitation in accordance with the labour market needs and delivering trainings to improve their entrepreneurship skills.

In this respect, Side Event on “Employment of Syrians under Temporary Protection Status in Turkey and Their Access to Labour Market” which will be held in coordination between İŞKUR and General Directorate of Labour, shall seek to identify institutions’ view on the subject, also to share different and overlapping parts of attempts in order to support efficient use of sources. Panellists from relevant institutions (General Directorate of Labour, İŞKUR, ILO, IOM, UNHCR, SESRIC) will share the experiences and the floor will be open for participants’ contributions. The side event will be held between 15.00-17.00 pm on 23rd May, 2016.
